China has entered into an aging society, with an increasing number of retired people in cities and a growing urban elderly population.According to the data of the sixth national census, the population over 60 years old has accounted for 13.26% of the total population in China, and there are more than 100 million urban retirees.Due to the improvement of China’s economy and living standards, the physical and mental conditions of urban retirees are basically in a healthy state, especially those between 60 and 70 years old, and most of them are mentally active and energetic. However, a large number of urban retirees come from rural areas, small counties and towns. After retirement, they are eager to return to their original birthplace and permanent residence for retirement, so as to meet the spiritual desire of returning to the countryside after leaving the leaves. Many of them were intellectuals and state cadres engaged in scientific research, culture and education, economic development and administration before retirement. They have the ability and desire to serve society with knowledge and also have a certain economic foundation. As there is no effective and diversified way to provide for the aged, they cannot return to their hometown and can only spend their time in general activities such as tourism, entertainment and square dancing. On the other hand, with the acceleration of China’s urbanization process, rural population continues to flow to cities, China’s rural population is becoming less and less, rural development is in a state of recession.Go to school, working in the rural youth by gradually away from the countryside, away from the village of young adults is almost gone, caused to the urban population transportation personnel only, and the rural is neither talent, without the supplement of the corresponding economic and rural areas, most in need of talent and economic support is in a state of a single blood transfusion to the city. Thus, Although China has high-yield agriculture, it does not have a prosperous countryside. It was a political system in ancient China to retire and return home. This system refers to a way of life for officials and literati who came from rural areas to work in the city or in the imperial court. Either because they were tired of the imperial life or because they retired from their posts at the end of the year, they chose to return to their hometown voluntarily. The countryside is the birthplace of Chinese traditional literati and literati, and also the spiritual hometown where they finally lay their lives. The officials and literati who leave the city return to their hometown, they establish township schools, build ancestral halls, cultivate the countryside, popularize culture, and invest in industries, becoming an important force in rural development. They brought back not only the civilized way of life of the city, but also the economic and cultural resources.Homes, ancestral halls, schools, and businesses in many parts of The country have benefited from the support of returnees. This system not only makes the vagrants return to their roots and remember their homesickness, but also nourishes the relatively backward countryside both spiritually and economically. However, there are many difficulties in the implementation of this system in contemporary China. On the one hand, the land is divided into households, leaving the basic living land, and on the other hand, the basic policy support and guarantee are lacking for the urban retirees to return to their hometowns for development. As a result, a large number of urban retirees, including intellectuals, remain in cities, and some urban intellectuals who want to return to their hometown lack effective ways and institutional guarantees. In this regard, I suggest: First, governments at all levels should attach importance to the traditional way of returning home for old age in a voluntary manner. This can not only solve the problem of retirees returning to their homes, but also enable the flow of capital and personnel from cities to rural areas, so that rural areas receive cultural nourishment and economic support. The “hometown” to return to can be ancestral home, birthplace, long-term residence, or long-term work place.Second, urban retirees are allowed to return to their ancestral homes, birthplace, and places where they live or work for a long time to inherit or purchase homestead sites, rebuild or build houses, and legally obtain living space. In order to ensure that retirees do not compete with local villagers for profits, the homestead purchased should not exceed the average number of local villagers.Third, urban retirees should be encouraged to return to their hometowns to participate in rural economic construction, invest in agriculture and bring urban economic resources to rural areas. We will encourage researchers among urban retirees to participate in agricultural development and environmental renovation activities in their hometowns so as to provide intellectual support for agricultural development.Encourage qualified urban retirees to participate in economic investment in their hometowns, provide project cooperation, and strengthen economic exchanges between urban and rural areas.Fourth, encourage retired urban people to return to their hometowns and participate in cultural construction.Retired people can develop rural tourism resources according to local natural and cultural characteristics, and create cultural villages and landscapes with the characteristics of the new era.According to the cultural and technical expertise of retired people, guide them to participate in rural cultural construction. It can not only participate in the construction and management of rural cultural compounds, but also invest in the construction of rural cultural bases to provide stable cultural venues and talent support for rural development.Fifth, encourage urban retirees to return to their hometowns and participate in educational activities. There are quite a number of teachers among the urban retirees, who can make use of their own expertise to serve as teachers in rural schools and provide high-quality educational resources for rural children.Urban retirees will be encouraged to participate in cultural and educational activities in rural areas, and colorful cultural activities such as science popularization, cultural publicity, education in Traditional Chinese culture, art and music will be carried out to enrich rural cultural life. The countryside is not only a place to produce food, but also a place to nourish people’s hearts and spirits. The real endowment is the return of spirit to hometown, is the spirit of sustenance.Urban retirees returning home for the aged is not only an effective way to solve the problems of the aged, but also a beneficial exploration to revitalize the rural economy and rebuild the pastoral culture, which should be paid attention to by all concerned parties.(The author is a member of the CPPCC National Committee and chairman of Heilongjiang Federation of Literary and Art Circles.)Literary newspaper recently several public, basically completely copy the contents of the new agriculture, rural areas and farmers in order to let you received the first time the new agriculture, rural areas and farmers of the latest news faster find we don’t get lost ~ finger may recommend add star set-top new star to agriculture, rural areas and farmers account Settings as follows click click the blue account name at the bottom of the post title page top right corner “, “choose” placed at the top
