Hong Kong’s justice department plans to file a lawsuit against Cathay Pacific Airways, the local airline, blaming it for the city’s worst outbreak since the outbreak, according to a person familiar with the matter.Cathay Pacific is Hong Kong’s de facto flag carrier.Local reporters quoted a source as saying the lawsuit was related to two flight attendants who violated quarantine rules by infecting several people in the community with the Omiceon variant.Hong Kong is now struggling to contain the outbreak, with more than 2,000 cases reported in the region on Monday, the highest ever.As the situation worsened, Hong Kong tightened social distancing rules, closed schools and put hospitals on high alert.Hong Kong’s rules for cabin crew are among the strictest in the world, but because of the city’s dependence on imported goods, crew members entering the city on cargo flights are allowed to waive their two-week hotel quarantine and stay at home for only three days.The looser quarantine rules appear to apply only to dedicated cargo pilots, but Cathay Pacific also lets flight attendants use its cargo service to get home.Patrick Healy, Cathay’s chairman, insisted the apparent loophole did not breach the rules laid down at the time.Mr Healy said Cathay Pacific and its staff faced “the most challenging conditions any airline in the world has faced” and that the vast majority of staff had acted professionally during the outbreak.He has publicly apologised for the “disruption and pain” caused by a handful of “irregularities”.Hong Kong has moved to close any quarantine loopholes for cabin crew, but the few people still allowed to opt out of hotel quarantine must now be electronically tagged.Cathay’s flight schedule was disrupted by the restrictions, with flights in several markets still suspended.Cathay Pacific didn’t immediately respond to a request for comment.
