Central Committee of China Democratic League: Supporting ecological protection and disaster response in the upper Reaches of Yangtze River with remote sensing technology

The upper reaches of the Yangtze River are rich in ecological resources and have great ecological potential.However, it is difficult to survey resources in this region due to the complex terrain and frequent disasters such as flood, landslide and debris flow.This year’s national two sessions, the Central Committee of the Democratic League suggested in the proposal, accelerate the promotion of remote sensing technology to support the Yangtze River upstream ecological protection and disaster response.The CENTRAL Committee of the Democratic League suggested that, first, satellite monitoring should be carried out to improve the early warning and emergency response capabilities for geological disasters, such as landslides and mudslides, which are prone to occur frequently.Satellite monitoring of surface deformation is carried out regularly in the rocky desert and bare surface concentrated in the border area of Sichuan, Guizhou and Yunnan in the upper reaches of the Yangtze River.Second, strengthen the monitoring and prevention of soil erosion in the upper reaches of the Yangtze River, and form a “map” of joint prevention and control of soil erosion in Yunnan, Guizhou and Sichuan through satellite detection of soil moisture and other technical means.Areas with a slope greater than 25° in the Water source area of the Yangtze River and the upper reaches of the Yangtze River basin will be strictly monitored, and reclamation and planting will be restricted to prevent soil erosion.Third, we will strengthen the management of shorelines and water resources along the main and tributaries of the Yangtze River in southwest China, and improve the level of comprehensive management through satellite mapping and other technologies.We will regularly monitor and supervise the coverage rate of forestland and vegetation in the 10,000-meter buffer zone along the upper Reaches of the Yangtze River, and improve the contiguity rate and connectivity of forestland and grassland in the region along the Yangtze River.Fourth, carry out high frequency and full coverage monitoring of ecological conservation areas such as natural protected areas and national parks through high resolution satellite monitoring.Continuous detailed investigations will be carried out through high-resolution satellite systems with 1-10 meter wide coverage and rapid revisiting, and monitoring of artificial and bare land in nature reserves will be strengthened.
